Other Drivers
The question of allowing other drivers to drive your car and whether or not they will be covered by your existing auto insurance is an important one. Unfortunately, there is no blanket yes or no answer, since this is something that varies from policy to policy.
When purchasing auto insurance, you should talk to the agent about who precisely is covered and what happens if you give permission to someone to drive your car and there is an accident. If you have complete coverage, many insurance carriers will cover the driver, but only at the minimum coverage limits. However, there are certainly insurance carriers who will not cover any driver who is not specifically named in the policy.
Another important factor can be where that person resides and if they are related to you. In general, if someone is living in your household and they regularly drive your car, then the insurance carrier expects you to have that person named on the policy. They will need to undergo the same underwriting and qualification process as any other policy holder.

In some cases, if a family member is visiting and has permission from you to drive the car, then the insurance company will cover them if there is an accident, but the coverage may be limited. Additionally, in the future, that person may be specifically excluded from any future inclusion on the policy and your rates may increase as a result of any accidents.
When purchasing auto insurance, carefully review the details on excluded drivers and any limitations on coverage for anyone driving the car who is not specifically named on the policy.

When your friend is driving your car with your permission, in case of an accident and he already has a car insurance policy of his own, he would be covered under his own policy for liability. Again if the accident is serious and his limits are exhausted, your car insurance policy or insurer would have to be pay for the same. The damage to your car would be paid from your comprehensive policy.

Study of Deer-Vehicle Collisions Planned in West Virginia-would that help in reducing car accidents?

Every year in West Virginia, motorists and insurance companies pay more than $50 million to fix damage caused when vehicles collide with deer.

State wildlife and highway officials hope to reduce that total by finding out where collisions most often occur, and by learning how best to prevent them.

“Right now, we’re putting together a request for university research proposals to find out where the collision ‘hot spots’ on our roads are located,” said Chris Ryan, game management services supervisor for the state Division of Natural Resources. “After we identify those locations, we’ll study (accident-prevention) techniques that have worked in other states and try to figure out how to apply them here.”

A $50,000 grant from State Farm Insurance will pay for some of the research. Ryan said the rest of the expense would be split between the DNR and the state Department of Transportation.

“Both of our agencies are interested in trying to reduce the number of deer-vehicle collisions,” he said. “We’ve been working with the folks at DOT for the past several months, exploring research opportunities. We initiated the call (for the study), but DOT will be the agency that actually requests the research proposals.”

During the project’s first phase, researchers will examine deer-mortality data compiled by the DNR and the DOT. For the past several years, workers from both agencies have been recording the locations of deer carcasses found along the state’s highways.

“At DNR, we have a pretty good database already,” Ryan said. “Since 2002, we’ve been taking tissue samples from road-killed deer to check for signs of chronic wasting diseases. We locate each carcass using (the Global Positioning System). We currently have more than 2,500 data sets to work with.

“Highway workers in the Morgantown region have also been logging the locations of carcasses. They use highway distance markers instead of GPS, but their data are still accurate within a couple of hundred feet.”

Researchers will examine the agencies’ databases and decide if the locations could be accurately plotted on Global Information System maps.

“If it can, we’ll use GIS to find where the accident hot spots are. Those locations will tell us where to best apply techniques designed to mitigate the number of accidents,” Ryan said.

The research initially will focus on the state’s four-lane highways, where deer-vehicle collisions tend to occur at high speeds and create more damage. Ryan said both agencies want to focus future collision-prevention efforts on locations where they’re likely to do the most good.

“We feel that the interstates and the Appalachian Corridors are probably where mitigation attempts would be most cost-effective,” he added.

DNR and DOT officials also want researchers to study collision-prevention techniques practiced in other states, and to determine which ones have and haven’t worked.

“We want to use techniques that are proven to work,” Ryan said. “We don’t want to repeat other states’ mistakes. We want to find out which techniques are best and most cost-effective.”

If all goes as planned, the first phase of the study should be complete within a year. Ryan said the study’s second phase would likely attempt to determine which collision-prevention techniques work best along Mountain State roads.

And new data from a 2011 teen driving study by Liberty Mutual Insurance and SADD (Students Against Destructive Decisions) reveals an interesting yet cautionary anomaly: teens believe New Year’s Eve is the most dangerous time of year to drive, yet it also is the holiday or event when teens most frequently drive under the influence of alcohol or other drugs.

According to the survey of nearly 2,300 eleventh and twelfth graders, when teen drivers were asked about how dangerous they feel certain events are for driving and the likelihood of driving under the influence of alcohol or drugs on one of these events, New Year’s Eve topped both lists.

“New Year’s Eve is a time to celebrate both the past year and the possibilities of the year to come, yet far too often poor decisions by teens result in tragic injuries and deaths,” said Stephen Wallace, Senior Advisor for Policy, Research, and Education at SADD. “To avoid a fatal start to the New Year, teen passengers need to use their voices if they have concerns about their friends’ behaviors. They will be heard.”

So if you are sitting there with your drunk driver friend- stop him- or stop him from taking that extra drink. It is up to you to ensure your and your friends safety!

Family Driving Rules
Parents, too, can play an important role to ensure safety is top of mind on New Year’s Eve. Liberty Mutual/SADD research shows that clear driving ground rules, with mutually agreed upon expectations, consequences and rewards, are effective in curbing unsafe driving behaviors by teens. Parents can set the rules and control them. “Prior to New Year’s Eve, parents need to have a conversation with their teen drivers about the dangers of driving under the influence of drugs and alcohol and fatigue as well as how to be a good driver and a good passenger,” said Dave Melton, a driving safety expert with Liberty Mutual and managing director of global safety. “Teens also need to be prepared for dangerous behaviors of other drivers who will be impaired on New Year’s Eve. Having this important conversation provides an opportunity for parents to share their concerns and determine rules and consequences that help their teen driver make healthy, safe choices for themselves and their friends, so they don’t become another headline.”

Now, if both parents want to avoid the increase, you can be added on your mother’s car insurance policy since she would have to pay a low car insurance rate compared to your father. However, keep in mind that it would be best to be added to a parent who has no driving offences. If your mother has a bad driving record than she would be charged a much higher car insruance rate. This is one option which you can think of

Second option for teen car insurance If your parents do not want to pay car insurance or teen auto insurance premium for you, they would need to declare that you have obtained a driving licence and than get a “Named driver exclusion” on their policy- naming you as the named driver. This would solve the issue of not wanting to pay for car insurance but on the other side, you cannot drive either of your parents vehicle. Incase you do drive and meet with an accident, the car insurnace company = Allstate – would not pay for this and your parents would have to pay all the expense. Believe me, this is a stiutation no one wants to be in and is more dangerous than paying for the teen car insruance.

You are required to wait two days until the rental coverage kicks in, in case your car wasn’t actually stolen and you merely forgot that you lent it to a friend or family member. However, most rental companies will waive the 48-hour requirement. Check with your insurance company before you rent the car and find out the amount of time they’ll cover the rental for, as well as the maximum cost that they’ll cover per day.
